During the holy month of Ramadhan, the annual shopping festival event entitled 'Dubai The City That Cares' occures throughout Dubai, which was first started in 1998 by the Dubai Government and organized by the Dubai Chamber of Commerce and Industry (DCCI). The event is primarily geared towards the rememberance of the spirit of giving charity, during the holy month, as well as to boost retail sales.

Dubai The City That Cares - LogoDuring the event, sometimes abbreviated as DCTC or DCC, Dubai is divided into five major shopping zones, which have a variety of events, special offers, and promotions. The various shopping zones are the Emerald Zone (covering Jumeirah, Satwa, Al Diyafah, Al Mankhool, and Sheikh Zayed Road), the Pearl Zone (covering Mina Bazaar and Al Fahidi), the Topaz Zone (covering Karama, Zabeel Road, Umm Hureir Road, Khalid Bin Waleed Street, and Hamriya), the Ruby Zone (covering the majority of Deira), and the Turquoise Zone (covering Naif, Baniyas Street, Nasir Square, Al Daghaya, Garhood, Umm Ramool, Rashidiya, Ras Al Khor, Qusais, Al Twar/Tawar, Mizhar). Shoppers who spend 100 dirhams at any of the participating malls and retail outlets get a coupon for a daily draw as well as the coupon will be entered into a grand draw at the end of the event.

The Dubai Charity Forum is also organized in the event, where stands for charities and nonprofit organizations are setup around Dubai. The DCCI has organized with the United Nations Children's Fund (UNICEF) and the UAE Red Crescent during the event, as 20 percent of money generated during the event is donated to various charities. The Ramadan Festival also hosts the yearly Dubai International Holy Quran Award, which has male youngsters who are hafiz (memorized) the Quran who compete by reciting various portion of the Quraan.

The event has previously been sponsored by Jumeirah Beach Residence, American Express, Dubai Islamic Bank, Dubai Shopping Malls Group, Gold & Jewelry Group and Al Zarouni Group. The festival happens around the same time as the Sharjah Ramadaan Festival.
